Traci Plaisance, holding plaque, was proclaimed an honored citizen of St. Bernard Parish by the Parish Council on Tuesday, July 24, for her ongoing efforts to collect donations of baseball and softball equipment and money through the Ponytail League for the parish Recreation Department.
